Descriptions of the database fields and definitions for the ZIP + 4 database:

ZIP: Five-digit zip code.

PLUS4_LOW: Beginning four-digit zip code extension.

PLUS4_HIGH: Ending four-digit zip code extension.

CODE: Location code number.

STATE: State rate.

LOCAL: Local rate (For location codes in RTA areas, includes RTA rate).

TOT_RATE: Combined state and local rates.

EFF_START: Rate effective start date.

EFF_END: Rate expiration date
